5.1 Committees
- Committees make things happen at Second Victorian Village. They are formed by the board of directors. They are responsible for activities of the Village and for maintaining our property and its value. All members are encouraged to help enhance the quality of life in our community by participating in the activities of one or more committees. Residents or owners can join a committee by contacting the committee chairperson or the president of the board. Addresses and phone numbers may be found in Section 1.
- The names and functions of the various committees are described below.
1. Architectural Control: Reviews and approves or disapproves applications for additions or alterations to townhouse and patio exteriors. See Article VIII of the covenants as well as Section 7.3 of this handbook.
2. Audit: Supervises the annual audit of the association's books and approves the annual budget and statement of income and expenditures to be presented to the membership at its annual meeting. The treasurer is an ex officio member of the committee.
3. Bylaws: At the direction of the president of the board, the committee studies and recommends modifications or additions to the bylaws.
4. Community Enhancement: Advises the board of directors on matters pertaining to enhancements to the common property. This advice may include recommendations for updating the clubhouse, repair, replacement and additions to Village recreational facilities.
5. Handbook: Updates the Village handbook annually.
6. Maintenance: Advises the board of directors on all matters pertaining to the maintenance, repair, or improvement of the property. Provides general direction for maintenance of the property through regular meetings with the property managers and maintenance staff.
7. Nominating/Elections: Identifies and nominates candidates for election to the board and assists the secretary of the board in conducting the annual election.
8. Publicity: Informs members of the association and residents about the functions and activities of the association. Publishes the Village Voice. Most of the publicity items are placed on the back gates of each townhome. Any other information a homeowner wishes to publish via posting on back gates must be reviewed by a board member prior to posting.

9. Recreation: Advises the board on matters pertaining to recreational programs and activities of the association. This advice may include recommendations regarding rules for use of the various recreational facilities. Conducts monthly coffees.
10. Welcoming: Welcomes new residents, provides them with an information package, answers their questions, helps them become acquainted with other residents, and obtains information for updating the resident/owner list.
- The architectural control, audit, maintenance, publicity, and recreation committees are required by Article IX of the bylaws. The other committees are created by the board of directors to serve special needs.
5.2 Association Coffees
- The coffees serve at least three functions:
- To help residents get to know one another;
- To provide an informative or entertaining program;
- To provide an opportunity to talk informally with directors of the association.
- Coffees normally are held from 10 to 11 a.m. in the clubhouse on the Saturday immediately preceding the monthly board meeting which is held the second Tuesday of each month. The coffee time and program are usually announced in the newsletter. Also, flyers are placed on patio gates the day before some coffees.
- The recreation committee hosts the coffees and provides the program.
- Residents are encouraged to suggest programs that would be of interest to them, to participate in the presentations, or to just enjoy visiting with other residents while having refreshments.
5.3 Village Voice
The "Village Voice" is a newsletter published monthly by the publicity committee. Its purpose is to inform the Village of issues being addressed by the board and activities occurring in the Village community. The newsletter is usually distributed the last week of the month. It is placed on townhouse back gates. Anyone wishing to help prepare the publication or to present a newsworthy item should contact the chairperson of the publicity committee, listed in Section 1.5.
