6.1 General
- The community facilities and grounds described below are for the enjoyment of all residents and their guests, subject to the rules as published in this handbook, many of which are based on city laws.
- The board has the authority to suspend the privileges of residents who refuse to comply with the rules or who are not current in paying fees.
6.2 Swimming Pools
- There are two equally sized pools at Second Victorian Village. One is at the clubhouse (the east pool); the other, the west side of the property (the west pool).
- Pool hours are dawn to 10:00 p.m.
- All swimmers swim at their own risk. There is no lifeguard at either pool. No one is permitted to swim alone. At least one other swimmer must be present.
- There is a 911 phone box at each pool to be used for emergency purposes only.
- All children under the age of 12 years must be accompanied by an adult or teenager.
- All guests must be accompanied by their resident host. The number of guests in the pool area at one time is limited to six per townhouse.
- Pools and pool areas may not be used for private parties.
- Pool gates must be kept locked. One key will be issued to each townhouse. Call the assistant property manager listed in Section 1.2 to obtain a key. An agreement must be signed and a deposit received before a townhouse resident may utilize the pool.
- There are restrooms at both pools. Adults are requested to assist small children when they use the restrooms so that the facilities are kept clean.
- All swimmers must be properly attired in swimming suits. Shorts, cutoffs, playsuits, and other regular clothing are not permitted in the pool.
- The following rules of conduct must be observed to provide a safe and enjoyable pool environment:
- Remove hairpins and barrettes before entering the pool.
- Remove excess suntan oil or lotion before entering the pool.
- Do not take pets inside the pool fence.
- Do not enter the pool if you have an infectious disease, open sore, a recent vaccination, or a bandage of any sort.
- Do not take glass or styrofoam containers inside the pool fence. Paper cups or plastic containers are permitted.
- Do not take food inside the pool fence. The objective of this rule is to keep ants away. Ant bites can be painful to those lounging around the pool.
- Place cigarette and cigar butts in the receptacles provided.
- Do not engage in or permit "horseplay," running, spitting, or excessive splashing, and do not use or allow use of obscene language.
- Do not take bicycles, tricycles, skateboards, roller skates, and other similar play equipment inside pool fence.
- Use only play equipment designed for pool use. Such equipment may include inflatable balls, rubber or plastic rafts, and other similar items.
- Do not use any styrofoam items.
6.3 Basketball Court
- The one basketball court is located in the east common area.
- There is no reservation system for the basketball court. Use it on a first-come, first-serve basis for any of the authorized activities described below.
- The basketball court may be used between the hours of 9 a.m. and 9 p.m.
- At least one adult or teenage resident must be present when the basketball court is being used.
- No more than 10 people may be on the court at one time.
- The court may be used for roller blading when there is no other activity in progress. This activity takes priority over basketball and the activities described in paragraph 6.3, G below if the roller bladers arrived at the court first.
- The court may be used by children to ride bicycles, tricycles, and big wheels. This activity takes priority over basketball and the activities described in paragraph 6.3 F, above if the children arrived at the court first. Adults or responsible teens should supervise this kind of activity to prevent injuries.
- Pets are not permitted on the basketball court, primarily to keep the court free of their wastes.
- Motorized vehicles are not permitted on the court.
- All guests must be accompanied by their resident host. The number of guests on the basketball court is limited to six per townhouse.
6.4 Tennis Court
- The one tennis court is located in the northwest part of the property.
- There is no reservation system for the tennis court. Use it on a first-come, first-serve basis.
- When others are waiting, please limit the use of the court to one hour.
- The tennis court may not be reserved for parties.
- At least one adult or teenage resident must be present when the tennis court is being used.
- Please wear tennis shoes when using the court to avoid damaging the playing surface.
- The tennis court may not be used for purposes other than tennis.
- Pets, bikes, skates, roller blading and motorized vehicles are not permitted on the tennis court.
6.5 Playground
- The one playground is located in the northeast area of the property near the east pool and clubhouse.
- The playground may not be reserved for parties.
- Adults, teens and preteen are requested to refrain from playing on the equipment or in the playground area especially when small children are there.
- Pets are not permitted in the playground area.
- Glass and metal containers are prohibited in the playground area.
6.6 Clubhouse
- The Village clubhouse is located in the east common area.
- The following reservation system exists for use of the clubhouse:
- Reservations may be made by contacting the clubhouse keeper, the Assistant to the Property Manager, named in Section 1.2.
- Reservations are not firm until the non-refundable $50 per room rental fee is paid to the clubhouse keeper
- A refundable deposit of $100 must be given to the clubhouse keeper before the clubhouse is used.

6.6 Clubhouse (continued)
- The person making the reservation must be a resident and must be able to prove he/she is at least 21 years old.
- The person making the reservation is required to sign an agreement and to inspect the clubhouse before the keys are provided.
- If alcohol will be served, the person reserving the clubhouse is required to hire a peace officer (from the list provided by the clubhouse keeper) for the duration of the function.
- The clubhouse is for occasional use by residents for social events and for activities or events sponsored by the board of directors for the benefit of the Village as a whole. It is not for any business use, such as marketing parties; political activities; fund raising; or as a regular meeting room for formal organizations.
- Rules for the use of the clubhouse follow:
- The resident using the clubhouse assumes all liability for any damage to the property of the association and for all injuries and property damage suffered by guests.
- The person who reserved the clubhouse must be in continuous attendance during its use.
- If alcohol is to be served, a peace officer must be hired for the duration of the function.
- No more than 50 persons may be in the clubhouse at any one time.
- Use of the clubhouse must end at 10:00 p.m. Sunday through Thursday, and 12:00 midnight on Fridays, Saturdays, and holidays.
- Masking tape may be used to install decorations. Tacks, nails or staples may not be used. Attach decorations to glass, plastic, wood trim, or door surfaces. Do not attach them to wall or ceiling surfaces.
- Cleanup and inspection rules of the clubhouse after an event are:
- The person making the reservation is responsible for cleanup after the function. Such cleanup shall be completed by 10 a.m. of the day following the event.
- The deposit will not be returned until the clubhouse is inspected by the clubhouse keeper for cleanliness and lack of damage and until the key is turned in.
- Any cleanup and/or repair expenses will be deducted from the deposit.
- The liability of the person who reserved the clubhouse is not limited to the amount of the deposit.
- All decorations and associated tape must be completely removed.
6.7 Driveways and Walks
- The speed limit on the Village driveways is 15 miles per hour. This speed limit applies to all vehicles at all times.
- Please exercise care when driving on the Village driveways. Watch for pedestrians!
- For their own safety, please do not allow children to use the Village driveways as play areas. Tricycles and toys are prohibited in these areas.
- Motorized vehicles, including mini-bikes and motor bikes, are restricted to Village driveways only.
- Bicycles, tricycles, big wheels, and similar small items may be ridden on walks, but must give the right-of-way to pedestrians.
- Bicycles, tricycles, and any other toys may not be left on walks, lawns, or driveways.
- Owners must remove pet droppings from paved areas.
6.8 Lawns and Landscaped Areas
- Pets may be walked in the common areas, but must be kept on a leash at all times.
- Owners must remove pet droppings from lawns.
- Horses may not be ridden or walked on the lawn areas.
- Ball games may not be played on the common lawn areas. This rule is to prevent injury to people walking in the area and to prevent breaking of windows.
- Motorized vehicles, including mini-bikes and motor bikes, are restricted to Village driveways. They may not be operated on lawn areas.
- Bicycles, tricycles, and any other toys may not be left on lawns.
- The following rules and guidance are provided for those who wish to re-landscape the existing beds in front of their townhouses, only:
- Re-landscaping is encouraged. Please remember, however, that the shrubbery and other plantings in front of individual townhouses are owned and maintained by the association. Therefore, approval must be obtained through the architectural control process (See Section 7.3).
- Please allow the maintenance staff to remove the old shrubs. In some cases, they can be reused elsewhere on the property.
- The maintenance staff can assist you in replanting beds. There is no charge for assistance with planting if you pay for the new plants and if you do your own edging. Requests for assistance should be part of your request to the architectural control committee or directed through the assistant property manager named in Section 1.2.
- Re-landscaping beds that are not located in front of your townhome also requires approval of the architectural control committee. See Section 7.3 for a description of the approval process.
- Construction of new landscaping in the lawn areas of the property, including landscaping around trees in front of your townhouse, also requires approval of the architectural control committee.
- Residents who obtain authorization to redo the landscaping in front of their homes are required to keep them properly maintained. If such landscaping is allowed to become unsightly or overgrown, the association will take control of the maintenance of such areas. The association also has the authority to remove such landscaping. Subsequent purchasers should be advised of their assumption of this responsibility.
- Re-landscaping is not to be placed so as to disrupt efficient maintenance of the grounds.
6.9 Community Parking Areas
- The following parking areas are for the use of all residents and their guests:
- The strip against the north property fence.
- The areas between carports
- The marked parking areas at the clubhouse and the west pool.
- Parking spaces inside carports are for the exclusive use of those who own or lease the townhouse with which the carport is associated.
- Parking rules are covered in Section 12.
